Repairing the game and generating a new TS3 user game folder aren't going to do this, actually the latter would undo it all since the newly spawned game folder would not be accounting for mods. The game does not come with a Mods folder, the player needs to add in the Framework (three folders nested correctly plus the required Resource.cfg file in the correct place). The Resource.cfg file that was being discussed here is part of what is needed to run mods and other kinds of package file based content in TS3.
